A bomb explodes as Ziva passes; she stops and challenges a pedestrian, who is a former teammate, Eschel, whom she allows to walk away. Ziva goes to the Mossad in Washington; Eschel is officially dead, but he now acts independently; with the bomb he killed a Syrian informant, whom the Israelis want, along with two FBI bodyguards. The Mossad tries to hold Ziva, but she escapes. The FBI issues a warrant for Ziva for espionage and murder, and the FBI takes over the case. With Abby's help, Ziva calls Gibbs in retirement in Mexico; Tony, McGee, Ducky, Abby, and Palmer form a secret pact to help Ziva; Gibbs returns to Washington. Gibbs and Tony agree that Eschel set up Ziva; Gibbs and Ziva investigate in the field; the FBI gets first a tip and then a surprise.
